Stettler County awaits Summer Village responses on possible amendment to Buffalo Lake development plan

The County of Stettler was supposed to get a decision by Feb. 14 from the two summer villages regarding the renamed Buffalo Lake RV Resort development.

The summer villages of White Sands and Rochon Sands were provided the deadline by the county after it passed a motion to amend the Buffalo Lake South Shore Intermunicipal Development Plan (BLSSIDP) back in December.

The amendment could allow the resort to increase the number of lots from 168 to 325. Currently, the development remains under a stop work order that was issued earlier this year by the county.

Formerly known as Paradise Shores, the developers approached the county after stating the 83-acre development is not viable with the present number of approved lots.

The county sent each summer village a letter on Jan. 10 requesting a review and support for the amendment.

County director of communications Niki Thorsteinsson explained that if support is received, then the amendment would be sent to a pair of regional planning committees for review.

“An amendment to the BLSSIDP has no effect if not adopted by all of the partner municipalities,” she said, adding that adoption of the amendment would require a public hearing and three readings by each council.

Should the summer villages not support it, the county would have to choose between no longer pursuing the issue or entering a dispute resolution process with the other municipalities.

That process would need to be completed in 60 days.

“If consensus cannot be reached within this time period, any of the municipalities may request mediation,” said Thorsteinsson.

“If mediation fails, the municipalities may appeal to the Municipal Government Board.”
